"Holistic approach, Tourism": etapas da construção de uma ´entrada` de um Dicionário internacional de Turismo (5)

«Holistic refers to something that emphasizes the whole and the interdependence of its parts. It can be related with the more common used concept of interdisciplinary: the claim that most social and economic phenomena can not be fully understood or explained without undertaken an approach that goes far behind the aim of a single scientific discipline.

The first contributes to this concept were produced by Hunziker and Krapf, in 1942. They rejected looking to tourism just as an economic phenomenon. Instead, they approached it as a human and economic activity and a composite phenomenon (Williams, 2004).
Another pioneering contribution came from Leiper (1979). Later he was followed by Murphy (1985) and Lew (2001), namely. Leiper advocated a systems approach towards tourism. Only this way, he claimed, one could fully understand destinations, generating areas, transit zones, the environment and tourism flows.
Going far, the call for developing an integrative approach able to deal with the economic, ecological and social systems has been made. In this context, the term panarchy has been used to identify a specific form of governance that would encompass all (partial) others.
Current research in tourism, mostly the case of tourism of experiences, has claimed the need of using holistic approaches. Studies have privileged the sense of vision instead of all the five senses that would allow tourists to get an intensive global experience of the destination components. This relates also with destinations competitiveness, as it arises from many factors, which include natural environment, climate, man-made attractions, tourism infra-structures and supporting facilities, and geographical location.   
By 1985, Murphy underlined the need of a more comprehensive and integrated approach to tourism planning at local level. This was highlighted taking into account the community approach. According to it, if people have to live with the authorities` decisions, they must be demanded to take part on the formulation of the policies and on their application.
Sustainable tourism development only can be well succeed if the destination is able to supply a tourist product that can be preserved and renewed in its singularity and if the interests of the different stakeholders are considered.
A few authors have claimed that the concept of sustainable development is, itself, holistic and multi-sectorial. It can be looked as pointing to forms of tourism that are "green" or "alternative". However, the concept has been used more in theoretical than empirical terms due to the difficulty of its implementation.
Inquiring on the future, one can agree with Yeoman et al. (2012) that the future has already began, and that its primary drivers will be wealth, resources and technology. Being so, there is place for change on the type of products demanded and on the tourists` preferred destinations, together with the main emission markets.
Sustainable tourism development requires that researchers go on looking for, both, getting a broader understanding of tourism and making use of a variety of research tools, of quantitative and qualitative nature, which will allow to improve the rigor of the analysis.

It has different applications in several disciplines and it can be related with the more common used concept of interdisciplinary, that is, the claim that most social and economic phenomena, namely, can not be full understood or explained without undertaken an approach that goes far behind the aim of a single scientific discipline.
The first contributes to this concept were produced by Walter Hunziker and Kurt Krapf, in 1942. They reject looking to tourism just as an economic phenomenon. Instead, they approach it as a human and economic activity and a composite phenomenon (Williams, 2004).
Another contribution came from Neil Leiper. Leiper (1979) advocated a systems approach towards tourism. Only following such kind of approach one could fully understand destinations, generating areas, transit zones, the environment and tourism flows, he claimed.  
In the present century, Lew (2001) was among those that have reinforced the importance of developing holistic and applied approaches to the research conducted on tourism.
Tourism is an activity that, besides being an economic and social phenomenon, has a spatial expression. All this gives to it a particular complexity, so, interdisciplinary approaches have special reasons to be followed. Furthermore, tourism planning and management should take into account all its impacts as the industry interacts with and appeals to the contribution of a whole set of activities present in the territories.
Current research in tourism, mostly in the case of the tourism of experiences, has claimed the need of following holistic approaches. In most cases, studies have privileged the sense of vision instead of all the five senses that would allow tourists to get an intensive global experience of the destination components. This relates also with tourism destination competitiveness, as it arises from many factors, which include, among others, natural environment, climate, man-made attractions, tourism infra-structures and supporting facilities and geographical location.   
Previously, Murphy (1985) underlined the need of a more comprehensive and integrated approach to tourism planning at local level. This was highlighted taking into account the community approach, which relates with the idea that, if people have to live with the authorities’ decisions, they must be demanded to take part on the formulation of the policies and on their application. Residents are an integral part of the attractiveness of a destination.
Sustainable tourism development only can be well succeed if the destination is able to supply a tourist product that can be preserved and renewed in its singularity and if the interests of the different stakeholders are considered.

It has different applications in several disciplines and it can be related with the more commonly used concept of interdisciplinary, that is, the claim that most social and economic phenomena, namely, can not be fully understood or explained without undertaking an approach that goes far behind the aim of a single scientific discipline.
In social sciences, geographers and regional scientists were the ones that have appealed more to the use of this approach . Lew (2001) and Hall and Page (2006) are among those that have reinforced the importance of developing holistic and applied approaches to the research conducted on the tourism field.
The case of the tourism industry is the one of an activity that, besides being an economic and social phenomenon, has a spatial expression, all this given to it a particular complexity, so, where interdisciplinary approaches have special reasons to be followed. Furthermore, having in mind the way the industry interacts with and appeals to the contribution of many other activities present in the territory, tourism planning and management should take into account all its impacts .
Current research in tourism, mostly in the case of the tourism of experiences, has claimed the need of following holistic approaches, since previous studies have privileged the sense of vision instead of all the five senses that would allow tourists to get an intensive global experience of the destination components. This relates also with tourism destination competitiveness, as it arises from many factors, which include, among others, natural environment, climate, man-made attractions, tourism infra-structures and supporting facilities and, of course, geographical location.   
Previously, Murphy (1985) underlined the need of a more comprehensive and integrated approach to tourism planning at local level. This was highlighted taking into account the community approach, which relates with the idea that, if people have to live with an authority’s decisions, they must be called  to take part in the formulation of the policies and on their application. That is, if the planning process includes the community the risk of failing to retain its sense of place is largely minimized (Murphy 1985). The residents are an integral part of the attractiveness of a tourism destination.
The holistic approach has particular pertinence when dealing with planning and the design of policies. Sustainable tourism development can only succeed if the destination is able to supply a tourist product that can be preserved and renewed in its singularity and if the interests of the different stakeholders are considered.
According to the World Tourism Organization, sustainable tourism takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities. The WTO uses this concept since the 1990’s.
Other authors, like Butler (1999), have claimed that the concept of sustainable development is itself holistic and multi-sectorial. It points to forms of tourism that are "green" or "alternative" to the mass or more conventional ones. But  the concept of sustainable tourism has been used more in theoretical than empirical terms due to the difficulty of its implementation.

"Perceptions of residents of hosting the ´Guimarães 2012 European Capital of Culture`: an ex-ante approach"

«The European Capital of Culture is an annual mega-event, which can be a good way of challenging and engaging local citizens, generating feelings of common citizenship. Besides, it is an ideal opportunity to promote the restructuring of the hosting urban space. However, the success of, both, the organization and the city that hosts the cultural event, depends on the commitment of residents towards it and of the consistency of the tourism attractions and activities supplied, and of the capacity of anticipating and monitoring the evolution of the tourists` preferences. The present study aims to assess the intention to participate and the impacts perceived by residents of Guimarães (northwest of Portugal) of hosting one of the 2012 European Capitals of Culture (2012 ECOC) in the ex-ante period (the year of 2011). Through a convenience sample of 471 usable surveys applied to the local population, conducted between October and December 2011, we tried to identify some of these potential impacts. According to the results gotten, 40% of residents had a low or very low knowledge of the cultural program, although only 11% demonstrated no intention of attending any activity of the event. Compared to the study of García, Melville, Cox and Rodenhurst (2010), referred to the Liverpool 2008 ECOC, we believe it is useful to retain that 57% of the population had a prior reasonable knowledge about the mega-event. The comparison of the mean scores of expected 2012 ECOC impacts by gender reveals that the most valued and least valued factors are common to female and male respondents. With regard to the differences between those that intended to attend the event and the ones that did not, expected participants rated positive and negative impact factors more than did the ones that did not intended to attend.»

"Chamada de artigos - Cadernos Metrópole 32 - gentrificação da cidade contemporânea"

«CHAMADA – CADERNOS METRÓPOLES Nº 32
Os Editores Científicos e a Comissão Editorial da revista Cadernos Metrópole convidam para a organização do v. 16 nº 32 os pesquisadores das diversas áreas de conhecimento, que abordam a questão urbana e regional, a enviarem textos sobre o tema:
Desenvolvimento desigual e gentrificação da cidade contemporânea
Os artigos devem remeter, especialmente, ao pensamento do geógrafo escocês, radicado nos EUA, Neil Smith (1954-2012), fortemente influenciado por David Harvey. A ideia é discutir, em particular, como o conceito de “gentrificação” pode ser utilizado para compreender e explicar a “produção de espaço” na cidade contemporânea, tanto no que se refere à recente onda de promoção de grandes projetos icônicos e espetaculares, quase sempre assinados por arquitetos de grife, quanto no que se refere à continuidade crônica do “desenvolvimento desigual”.
Smith explica que a existência de áreas centrais degradadas e de oportunidades de obtenção de rendas fundiárias é geradora de “gentrificação”, ou seja, favorece as práticas especulativas dos agentes do mercado imobiliário, em particular o residencial, que, tendo por base investimentos significantes do Estado, conseguem enobrecer certas áreas da cidade, com isso transformando os preços praticados no mercado ao criar submercados imobiliários para classes de renda mais alta.
Fruto do desenvolvimento desigual, tal processo induz à “gentrificação”, situação em que os mais pobres deixam as áreas renovadas ou porque os custos de sua manutenção no local tornam-se insustentáveis ou porque são irrecusáveis as ofertas de compra de seus imóveis. Assim, o “novo urbanismo revanchista” impulsiona a produção capitalista, ao invés de impulsionar a reprodução social. A “gentrificação” é, assim, no contexto da globalização, uma estratégia urbana generalizada do capital.

A revista Cadernos Metrópole, de periodicidade semestral, tem como enfoque o debate de questões ligadas aos processos de urbanização e à questão urbana, nas diferentes formas que assume na realidade contemporânea. Trata-se de periódico dirigido à comunidade acadêmica em geral, especialmente, às áreas de Arquitetura e Urbanismo, Planejamento Urbano e Regional, Geografia, Demografia e Ciências Sociais.
A revista publica textos de pesquisadores e estudiosos da temática urbana, que dialogam com o debate sobre os efeitos das transformações socioespaciais no condicionamento do sistema político-institucional das cidades e os desafios colocados à adoção de modelos de gestão baseados na governança urbana.
CHAMADA DE TRABALHOS
A revista Cadernos Metrópole é composta de um núcleo temático, com chamada de trabalho específica, e um de temas livres relacionados às áreas citadas. Os textos temáticos deverão ser encaminhados dentro do prazo estabelecido e deverão atender aos requisitos exigidos na chamada, os textos livres terão fluxo contínuo de recebimento.
Os artigos podem ser redigidos em língua portuguesa ou espanhola. Os artigos apresentados em outros idiomas serão traduzidos para o português. Na versão eletrônica, os textos serão publicados no idioma original enviado pelos autores,  em inglês, francês, italiano ou espanhol, além do português.
Os trabalhos submetidos à Cadernos Metrópole devem ser enviados pelo sistema, da seguinte maneira: (1) se o/s autor/es não possuir/em cadastro ainda, favor clicar aqui; (2) no cadastro, preencher principalmente os seguintes campos: nome, e-mail, instituição (vínculo), e no campo "Resumo da Biografia" definir sua titulação mais alta, lugar de trabalho e função de cada um; (3) depois de cadastrado, o autor deve acessar o sistema clicando aqui."

“Regional Disparities in Per Capita Income in India: Convergence or Divergence?”

The paper looks at the latest evidence of what has been happening to regional disparities in per capita income (measured as Gross State Domestic Product per capita) in India over the first decade of the twenty first century (1999/00 to 2010/11) by estimating cross section equations for unconditional and conditional beta convergence and sigma convergence across thirty two regions (twenty-eight States and four Union Territories). There is no evidence of unconditional convergence, but weak evidence of conditional convergence controlling for population growth; credit growth; male literacy; the share of agriculture in State GDP, and State expenditure as a share of State GDP. Sigma divergence has increased continuously, except among the poorest States.

"Perceptions of residents of the hosting of the ´Guimarães 2012 European Capital of Culture`: an ´ex-ante` approach"

«The European Capital of Culture is an annual mega-event, which can be a good way of challenging and engaging local citizens, generating feelings of common citizenship. Besides, it is an ideal opportunity to promote the restructuring of the hosting urban space. However, the success of, both, the organization and the city that hosts the cultural event, depend on the commitment of residents towards it and of the consistency of the tourism attractions and activities supplied, and of the capacity of anticipating and monitoring the evolution of the tourists` preferences. The present study aims to assess the intention to participate and the impacts perceived by residents of Guimarães (northwest of Portugal) of the hosting of one of the 2012 European Capitals of Culture (2012 ECOC) in the ex-ante period (the year of 2011). Through a convenience sample of 510 surveys applied to the local population, complemented by semi-structured interviews to local and regional actors, conducted between October and December 2011, we tried to identify some of these potential impacts. According to the results we got, only 42.4% of residents had a reasonable prior knowledge of the mega-event and, with regard to participation, only 14.9% intended to participate. Compared to the study of Melville et al. (2010), referred to the Liverpool 2008 ECOC, we believe it is useful to retain that 57% of the population had a prior reasonable knowledge about the mega-event.»

- "Cultural tourism in Northwest Portugal: the case of the world heritage site of Guimarães"
The city of Guimarães, in the northwest of Portugal, is a place of strong symbolic and cultural significance. The nomination by U.N.E.S.C.O. in December 2001of its historical centre as a world heritage site greatly enlarged its tourism potential. Since that date, the city, as an emergent tourism destination, has been attracting an increasing amount of visitors. This chapter aims to present a selection of the results of a survey that envisaged capturing the Guimarães residents’ perceptions of tourism benefits. The survey was implemented between January and March 2010. The results attained show that the residents of the Guimarães municipality hold a very positive perception of the impacts of tourism. The generally favourable perception of tourism impacts shown by the survey respondents are strongly correlated with certain demographic features, such as age and level of education.

Perceção dos participantes dos impactos da Capital Europeia da Juventude 2012

A Capital Europeia da Juventude é um título anual concedido a uma cidade europeia pelo European Youth Forum, visando o fortalecimento da relação entre os municípios e as instituições europeias, dando especial atenção à participação da juventude. Na presente comunicação faz-se a avaliação do sucesso relativo de Braga Capital Europeia da Juventude 2012 (CEJ 2012) através da perceção dos participantes de cinco eventos realizados. Em concreto, visou-se aferir a opinião dos inquiridos sobre a forma como se estavam a desenrolar as atividades da CEJ 2012, como percecionavam os impactos deste megaevento e qual a sua participação no mesmo até ao momento da inquirição. Obteve-se uma amostra de 512 inquiridos, tendo os questionários sido aplicados entre Outubro e Dezembro de 2012. A auscultação de residentes e visitantes foi complementada, em Janeiro de 2013, com a realização de um Focus Group. Dos resultados obtidos, releva-se a indicação de que não foi significativo o número de visitantes que a CEJ acolheu nos dias dos eventos agendados. Os jovens, que predominam na amostra (59% entre os 10 e os 29 anos de idade), tenderam a ser mais positivos em matéria da avaliação que fizeram da CEJ 2012, assim como foi encontrada uma opinião mais positiva entre as mulheres.

"Crisis and Recentralization"

«As in previous years, the Barcelona Economics Institute presents its report on fiscal federalism, this year entitled "Crisis and Recentralization". The study reveals how in Spain and in other countries the response to the crisis has led to a substantial process of recentralization and the report seeks to answer the question as to whether decentralization has had a negative effect on the way in which the recession has evolved and on attempts to find a way out of it. The study has been undertaken by leading experts in Public Economics, including Núria Bosch and Albert Solé (Eds.), Santiago LagoJorge Martínez-Vázquez, Christian Lessmann and Jürgen von Hagen and in the Law, including Carles Viver Pi-Sunyer.

THE PORTUGUESE ONLINE WINE BUYING CONSUMER: CHARACTERISTICS, MOTIVATIONS AND BEHAVIOUR

«This paper seeks to investigate the main characteristics, buying habits, motivations, influences, and overall satisfaction of Portuguese online consumers of wine, as well as to assess whether this market segment can be considered a niche. The study uses a survey conducted in a Portuguese online wine shop during the last three months of 2009. The questionnaire includes questions about the consumers’ socio-demographic characteristics, motivations, buying habits and factors influencing online buying behaviour. The questionnaires were delivered by e-mail to regular and new customers when a transaction was processed online. Of the 82 questionnaires received, 74 were sufficiently complete to be used in the study. The online wine market can be considered a niche in Portugal. As our empirical work shows, this segment is mainly composed of young, male, well-educated, high-income consumers who buy wine online from home often less than once a month. They are motivated by convenience, a wider selection of wines, availability, and price. As decision factors, they value the origin/brand of the wine, the price, the recommendation of the online shop, and their own experience. A comparative analysis with international online wine consumers found differences based on profile and consumer buying behaviour (patterns and influences).»
