6º Congresso Internacional "Casa Nobre: um Património para o Futuro": apelo à submissão de comunicações

O Município de Arcos de Valdevez realizará nos dias 10, 11 e 12 de novembro de 2022, o VI Congresso Internacional subordinado à temática A Casa Nobre: Um Património para o Futuro, dando desta forma seguimento a um projeto consolidado de estudo da memória, arquivo, heráldica, genealogia, defesa e valorização do património construído, turismo e desenvolvimento regional, entre outros, num evento único nas suas características e assumidamente um dos fóruns principais de reflexão, estudo e debate sobre estas temáticas ao nível nacional e internacional.
Atrair e divulgar a investigação de qualidade em torno destes temas e problemáticas é o objetivo central de uma iniciativa que consegue ser, também, um exemplo de cooperação entre uma Autarquia, o Município dos Arcos de Valdevez, e Universidades, nacionais e estrangeiras, representadas através de vários docentes e investigadores.

Abstract

The tourism industry has been increasingly looked at as an essential component of development processes, especially in the case of some low-density territories and islands. By its turn, looking at the quality of tourists’ experiences and, thus, to the success of a destination, one has to convey that residents play a fundamental role. In this research, a cluster analysis was used to segment the Azores Archipelago (Portugal) residents according to their perceptions of the impacts of the tourism industry. The clustering procedure analysed 950 data observations from a resident survey applied in 2018 by SREA (Regional Statistics Service of Azores). The analyses revealed the existence of three clusters: the Optimistic, integrating the large majority of the respondents; the Moderately Optimistic; and the Unconvinced. The results achieved follow what is common to find in the empirical literature, namely when dealing with emergent destinations. Regional and national authorities must be aware of these results when designing their policies, namely in pursuing a sustainable development strategy.

Tourism Stakeholders’ Perceptions Towards Sustainable Tourism Development in a Low-Density Area: The Case of the Alvão Natural Park (Portugal)

With a total area of 7239 hectares, the Alvão Natural Park (PNAL) is the smallest natural park in Portugal. Like the scenario experienced in many rural territories and protected areas of the country, the PNAL possesses great biodiversity and natural value while confronted by a gradual loss and aging of its resident population, scarce business fabric and lack of coordination between local agents. Thus, the commitment on the promotion of a sustainable and resilient tourism strategy emerges as one of the main paths to enhance development of this protected area, aiming achieving new economic, social and environmental dynamics. In this context, this study proposes to analyze the perceptions of the PNAL stakeholders on several issues related to sustainable tourism and local development. Adopting a qualitative methodological design, primary data were collected by conducting two focus groups, which were attended by a total of 19 local agents of the PNAL. Stakeholders were invited to discuss four broad themes of the Park's tourism context: i) the tourism potential; ii) the diagnosis of the current tourism sector; iii) residents' attitudes towards potential visitors; and iv) the main risks and challenges ahead. The analysis of the qualitative data collected from the focus groups allowed us to determine that: 1) stakeholders believe that the territory has a high tourism potential; 2) PNAL is faced with the lack of infrastructure and services to support tourism; 3) local populations will be receptive to the presence and increase in the number of visitors; and 4) there is concerns regarding several risks, such as the continued loss of population, climate change and forest fires, and the risks associated with mass tourism. The results obtained can be useful for the design of tourism development strategies for this territory, namely in what regards the coordination of actions between stakeholders, which is particularly relevant in the current framework of implementation of the PNAL's co-management model.

The APDR invite regional scientists, economists, economic geographers, urban planners, policy makers, and researchers of related disciplines to participate in the 29th APDR Congress with the theme "Islands and peripheral territories: challenges in a moving geography and changing "climate" patterns" that will be held from 29 to 30 of June, 2022, at University of Madeira (Colégio dos Jesuítas), Funchal, Madeira.

 

Islands economies (and peripheral areas in general) have been coping with a number of challenging issues, notably the overdependence on a few key sectors such as the tourism industry and an oversized and over subsidized public administration sector. To a certain extent, islands economies can be considered as a success story, because they succeed in defined the parameters of the overall image and political discourse being conveyed abroad by the local government and ONG at the international fora. However, the current trends in terms of climate change, natural disasters, and reduced mobility, change of the epicentre of the global economy from the North Hemisphere to the Pacific Basin and anti-globalization voices put the current narrative under pressure. A new paradigm is needed to provide a new understanding to the challenges faced by such regions. The overall aim of this conference is to bring ideas, theoretical approaches and examples of potential solutions.

“O Intercâmbio Económico Portugal-Galiza no Período Pós-integração Europeia: Fragmentos do Percurso Realizado”

Resumo

A dinâmica do relacionamento económico e social entre Portugal e a Galiza sofreu um forte impulso com a integração de Portugal e Espanha na Comunidade Económica Europeia, em 1986. Esse relacionamento foi potenciado pelos fundos estruturais da Comunidade postos ao dispor dos territórios. Nesse contexto, as regiões fronteiriças puderam criar infraestruturas e estruturas de diálogo e articulação que foram permeabilizando fronteiras, projetando as trocas económicas e a mobilidade laboral e aproximando populações. Neste capítulo, faz-se um retrato panorâmico dos resultados que foram sendo alcançados em diversas vertentes do relacionamento económico e social entre Portugal e Galiza. Para o efeito, recorreu-se à revisitação de vários estudos realizados ao longo das três derradeiras décadas pelo autor do capítulo, complementados por um levantamento de contributos de outros autores. Se em matéria de dotação em infraestruturas se assistiu a uma evolução considerável, na vertente do intercâmbio comercial sucedeu outro tanto, fazendo de Portugal o segundo mercado de destino das exportações da Galiza, que, por sua vez, lidera as vendas para a economia galega. Também na vertente turística se gerou um relacionamento muito importante, onde o Caminho de Santiago toma um papel central. No aprofundamento de diálogos e cooperação há ainda um trajeto a fazer, nomeadamente, articulando esforços para captar visitantes, capitais e talento, e estratégias de defesa de interesses no quadro das instâncias da União Europeia, para dar resposta a infraestruturas e equipamentos ainda em falta.

Abstract 

The dynamics of the economic and social relationship between Portugal and Galicia suffered a strong boost in the aim of the Portuguese and Spanish integration in the European Economic Community, in 1986. This relationship was enhanced based on the structural funds of the Community made available to the territories. In this context, border regions were able to create infrastructures and dialogue and articulation structures which allowed permeating borders, enhancing economic exchanges and labour mobility and bringing together populations. This chapter provides a panoramic picture of the results that were achieved in different areas of the economic and social relationship between Portugal and Galicia. To this end, we revisited several studies carried out over the last three decades by the author of the chapter, complemented by a survey of contributions from other authors. Both in terms of endowment of infrastructure and trade exchange there was a considerable evolution, making Portugal the second destination market for Galicia's exports, which, meanwhile, leads sales to the Galician economy. Also in the tourist area, a very important relationship has consolidated, where the Saint James Route (Caminho de Santiago) plays a central role. In the deepening of dialogues and cooperation, there is still a path to be taken, namely, the articulation of efforts to attract visitors, capital and talent, and strategies for defending interests within the framework of the European Union, to get resources for building in infrastructures and equipment still missing.

Pedro Nogueira Ramos, Professor Catedrático da Faculdade de Economia da Universidade de Coimbra e um dos membros mais destacados da Associação Portuguesa de Desenvolvimento Regional deixou-nos fisicamente no ano de 2021.  Durante uma década assegurou o lugar de Diretor da Revista Portuguesa de Estudos Regionais (RPER), contribuindo para a sua afirmação a nível nacional e internacional. Nas funções que desempenhou a nível académico, mas também como Diretor das Contas Nacionais do INE ou membro do Conselho Económico e Social, são abundantes os seus trabalhos e análises que olharam a economia a partir do território conjugando métodos de análise económica com o estudo da geografia e da demografia. O Pedro Ramos sempre se assumiu como um verdadeiro apologista e defensor da ciência regional, pelo que é de elementar justiça e da maior relevância científica homenagear a sua obra e o seu legado.

Pedro Nogueira Ramos, Full Professor at the Faculty of Economics of the University of Coimbra and one of the most prominent members of the Portuguese Association for Regional Development (APDR), physically left us in 2021. For a decade, he held the position of Director of the Portuguese Journal of Regional Studies (RPER), contributing to its affirmation at national and international level. As a Professor, but also as Director of National Accounts at Statistics Portugal (INE) or member of the Portuguese Economic and Social Council, his works and reflexions, that looked at the economy from the perspective of the territory, are abundant, combining economic analysis methods with the study of geography and demographics. Pedro Ramos has always assumed himself as a true apologist and supporter of regional science, so it is of elementary justice and of the greatest scientific relevance to pay homage to his work and legacy.

 

Subject coverage

Prospective authors are invited to submit papers that fit into the scope of RPER, with a particular focus on the themes that deserved the main scientific attention of Pedro Ramos in this field, including, but not limited to:

-        Regional economics;

-        Interregional trade;

-        Territorial development;

-        Regional cohesion;

-        Regional policy;

-        Spatial modelling (regional input-output models, spatial econometrics, among others).
