«As in previous years, the Barcelona Economics Institute presents its report on fiscal federalism, this year entitled "Crisis and Recentralization". The study reveals how in Spain and in other countries the response to the crisis has led to a substantial process of recentralization and the report seeks to answer the question as to whether decentralization has had a negative effect on the way in which the recession has evolved and on attempts to find a way out of it. The study has been undertaken by leading experts in Public Economics, including Núria Bosch and Albert Solé (Eds.), Santiago Lago, Jorge Martínez-Vázquez, Christian Lessmann and Jürgen von Hagen and in the Law, including Carles Viver Pi-Sunyer.
